I would suggest you have one of two options:
1. Find a library with a copy so you can at least read it
2. Buy it from somewhere where it's published and get it delivered - specifically I'm thinking of Amazon UK or similar.

You could finish Arc III in one fell swoop! SF is published only in trade paperback format, much to my, and others', chagrin.
Also, e-bay for hardback, or Amazon.com for hardback from second-hand dealers are possibilities. However, you cannot get Stormed Fortress from www.amazon.com, only from www.amazon.co.uk. Might as well go to the UK and get both and save on the horrendous trans-Atlantic shipping costs.
